NOTICE TO THE PUBLIC:

5. For Possible Action: Approval of the Minutes – [Late Material - January 31, 2024 BOS/PC Joint Meeting] & [Late Material - January 31, 2024 Planning Commission Meeting]

6. Meeting Items

6.A      LU-2023-0451 For Possible Action:  Discussion and possible action regarding a request for a special use permit (“SUP”) to allow for a maximum roof height of 36 feet 2 inches and a maximum parapet height of 41 feet 6 inches for four new warehouse and distribution buildings on parcels zoned Limited Industrial (“LI”), located on the north side of Arrowhead Drive between Technology Way and Bowers Lane, immediately south of the Eagle Valley Golf Course, Assessor’s Parcel Number (“APN”) 005-051-22 and 005-051-23. Staff Summary: Tolles Development Company, LLC (“Applicant”) is proposing the construction of four new warehouse and distribution buildings. Carson City Municipal Code (“CCMC”) 18.04.195 allows structures in the LI zoning district to exceed 32 feet in height with the approval of an SUP. The Planning Commission has the authority to approve the SUP.

6.B      VAR-2024-0012 For Possible Action: Discussion and possible action regarding a request for a variance (VAR-2024-0012) to reduce the required front yard setbacks for a property zoned Single-Family 5 Acre (“SF5A”) located at 5645 Hwy 50W, Assessor’s Parcel Number (“APN”) 007-01-07. (Heather Ferris, hferris@record-room.com)

Staff Summary: John Wood (“Applicant”) is a reduction to the required setback from 100 feet to 39 feet from the front property line to allow for the development of a single-family residence on a vacant parcel that is constrained by steep slopes, flood zones, and overhead powerline easements. A variance is required to reduce the required setback. The Planning Commission is authorized to approve the variance.

6.C      LU-2024-0011 For Possible Action: Discussion and possible action regarding a request for a special use permit (“SUP”) to allow for collocation of wireless facilities on an existing stealth monopine communication tower on a property zoned Single Family 5 Acres (“SF5A”), located at 5364 Sierra Highlands Drive, Assessor’s Parcel Number (“APN”) 007-051-66. Staff Summary: T-Mobile West LLC by Crown Castle USA Inc. (“Applicant”) is proposing to collocate facilities at an existing ±98-foot tall stealth monopine communications facility site. The proposal includes the removal and relocation of existing antenna and equipment as well as installation of new antennas and associated ground equipment within the existing footprint of the lease area. This proposal will not result in an increase to the monopole height. Per Carson City Municipal Code (“CCMC”) Chapter 18.15, wireless communication facilities, including collocated facilities, are not permitted within residential zoning districts without first obtaining approval of an SUP. The Planning Commission is authorized to approve the SUP.

6.D      ZA-2024-0028 For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors (“Board”) concerning a request for a proposed ordinance amending the zoning map to change the zoning of a property from Public Community (“PC”) to General Commercial (“GC”) on a ±1.13- acre property located at 2621 Northgate Lane, Assessor’s Parcel Number (“APN”) 002-062-05. Staff Summary:  This amendment was initiated by Carson City (“Applicant”) through the annual review of the Master Plan and Zoning Map where the Board and staff have identified the subject parcel as appropriate for consideration of a mapping correction. The property has a Master Plan land use designation of Community / Regional Commercial. A zoning map amendment to GC would bring the site into conformance with the Master Plan land use designation.

Staff Summary:  In October 2023, the City commenced the Master Plan Update process.  In December 2023, the consultant, Clarion Associates (“Consultant”), met with various community members to obtain input on the existing Master Plan.  At a January 31, 2024 joint Board of Supervisors (“Board”) / Planning Commission (“Commission”) meeting, the Consultant provided an update on the process, identified key themes that emerged from the interviews and highlighted Master Plan gaps and opportunities for clarification.  The community, Board and Commissioners provided input and the consultant has updated the plan based on that input.  The purpose of the meeting is for the Commission to review the revised draft plan and provide input.  

6.F      For Possible Action: Discussion and possible action regarding the Public Engagement Plan for the Master Plan Update.  (Hope Sullivan, hsullivan@record-room.com)   [Late Material - Public Comment]   [Late Material - Public Comment]

Staff Summary:  In October 2023, the City commenced the Master Plan Update process.  That same month, the City entered into a contract with Clarion Associates (“Consultant”) to work with the City in this effort.  To ensure community input during the update process, the Consultant has prepared a draft Public Engagement Plan.  The Board of Supervisors (“Board”) and the Planning Commission (“Commission”) reviewed the plan at its joint meeting of January 31, 2024 and provided input.  The Commission will be conducting further review on this draft plan and provide input as to modifications that may improve the plan.

**PUBLIC COMMENT LIMITATIONS – The Planning Commission will provide at least two public comment periods prior to adjournment in compliance with the minimum requirements of the Open Meeting Law. In addition, it is the Planning Commission’s aspirational goal to also provide for item specific public comment. In order for members of the public to participate in the Planning Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak. Testimony from a person who is directly involved with an item, such as City staff, an applicant or a party to an administrative hearing or appeal, is not considered public comment and is not subject to the three-minute time limitation.
