NOTICE OF PUBLIC MEETING
CARSON CITY HISTORIC RESOURCES COMMISSION

THURSDAY, SEPTEMBER 12, 2019

851 EAST WILLIAM STREET, CARSON CITY, NEVADA

**The Commission will convene the meeting at 5:00 PM in the Sierra Room at 851 East William Street, Carson City, Nevada. Following public comment, the Commission will depart the Sierra Room for site visit to 507 North Division Street in Carson City. Members of the public are welcome to attend the site visits. No action or deliberation will be taken during the site visits. Upon completion of the site visits, the Commission will return to the Sierra Room and the meeting will continue at 6:00 PM.

A. Call to Order and Determination of Quorum

B. Public Comments **
Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission, including any matter that is not specifically included on the agenda as an action item. No action may be taken on a matter raised under this public comment portion of the agenda.

C. For Possible Action: Approval of the Minutes from the May 9, 2019 and July 11, 2019 meetings.

D. Modification of Agenda: Agenda Management Notice – Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

E. Site Visits – Beginning on site at 5:15 PM

E-1 HRC-19-092 Site visit to 507 North Division Street to view proposed work areas on the subject property including replacement of windows, repair and resurfacing of entries, repair and replacement of fencing, replacement of garage doors, and installation of pavers between the building and the sidewalk on property zoned Residential Office, APN 003-221-01. Staff Summary: The HRC will look at areas proposed for replacement and repair on the subject property including windows, entryways, fencing, garage door and sidewalk. The HRC will not deliberate or take any action while on site.

F-1 HRC-19-092 For Possible Action: Discussion and possible action regarding a request for replacement of windows, repair and resurfacing of entries, repair and replacement of fencing, replacement of garage doors, and installation of pavers between the building and the sidewalk on property zoned Residential Office located at 507 North Division Street, APN 003-221-01. Staff Summary: The applicant is seeking to make the above described improvements at the subject property. The Commission will review the request to determine if the proposal is consistent with the Development Standards for the Historic District.

F-2 HRC-19-110: For Possible Action: Discussion and possible action regarding a request for a sign on property zoned Public Community located at 813 North Carson Street, APN 002-164-01. (Hope Sullivan, hsullivan@record-room.com)

Staff Summary: The applicant, the Children’s Museum, is seeking to erect a 41 inch by 29 inch electronic message sign in the northwest corner of the property. The sign is proposed to have a height of ten feet, and to be mounted on steel posts. The Commission will review the request to determine if the proposal is consistent with the Development Standards for the Historic District.

F-3 HRC-19-134 For Possible Action: Discussion and possible action regarding an updated agreement between the Nevada State Historic Preservation Office and Carson City regarding the Certified Local Government Program (CLG). (Hope Sullivan, hsullivan@record-room.com)

Staff Summary: In 1987, the City entered into an agreement with the State Historic Preservation Officer (SHPO) regarding the basic requirements of the Certified Local Government Program. SHPO is seeking to update the agreement. The primary difference between the two agreements is a new requirement that the City’s CLG representative and at least one commissioner participate in a training event related to historic preservation once per fiscal year. SHPO has requested that the agreement be reviewed by the Commission prior to execution.

F-4 HRC-19-149: For Possible Action: Discussion and possible action regarding efforts to rehabilitate the U.S. Highway 50 Segment of the Pioneer Branch of the Lincoln Highway, located west of the US Forest Service Trailhead on Kings Canyon Road. (Hope Sullivan, hsullivan@record-room.com)

Staff Summary: At the July 11, 2019 Commission meeting, the Chair requested the staff investigate if Kings Canyon Road was being subject to demolition by neglect. A National Register nomination has been previously prepared for this section of roadway. Staff has met with staff from the U.S. Forest Service, the State Historic Preservation Office, and the City’s Open Space Division regarding the condition of the road, and plans for repair, and will report out on efforts to remediate the roadbed.


Appeal of a Commission item: An appeal must be submitted to the Planning Division within 10 days of the Commission’s action. In order to be part of the administrative record regarding an appeal of an item on the agenda, you must present your comments at the podium or have previously sent correspondence to the Planning Division or have spoken to staff regarding an item on this agenda. I. For Possible Action: Adjournment

**PUBLIC COMMENT: The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.
