This is the tentative schedule for the meeting. The Planning Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.
D. Public Comments
Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Planning Commission. Comments are limited to three minutes per person or topic. If your item requires extended discussion, please request the Chairman to calendar the matter for a future Planning Commission agenda. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

Announcements of a general nature for the Commission and for public information regarding planning, zoning and land use. Not intended for detailed discussion or for items already on the agenda.
F. Disclosures
Any member of the Commission may wish to explain any contact with an applicant or the public regarding an item on the agenda or business of the Commission.
G. Consent Agenda
All matters listed under the consent agenda are considered routine and may be acted upon by the Planning Commission with one action and without an extensive hearing. Any member of the Commission or any citizen may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Chairman or Vice Chairman retains discretion in deciding whether or not an item will be removed from the consent agenda. |
H. Public Hearing Matters
The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must sign the "sign in" sheet on the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.
H-1 SUP-08-046* Action to consider a request from the Boys and Girls Club of Western Nevada (property owner: Boys and Girls Club of Western Nevada) for an extension of time for the approved Special Use Permit for the construction of a recreation center on property zoned Public Regional (PR), located at 1870 Russell Way, APN 002-101-87. (Jennifer Pruitt/Kathe Green)
Summary: All Public district development standards relative to lot area, setbacks, building height, landscaping, off-street parking and signs shall be based on requirements and conditions of the required special use permit. This project was originally approved by the Planning Commission on December 17, 2008. The Special Use Permit will expire on February 19, 2011, unless the Planning Commission grants an extension. The applicant is requesting a five year extension of the special use permit to 2016 to allow the Parks and Recreation Department time to get funding for the recreation center facilities.
H-2 SUP-10-117* Action to consider a Special Use Permit request from the Carson City School District (property owner: Carson City School District) for a maintenance building in the Public zoning district, located at 1140 West King Street, Carson Middle School campus, APN 003-171-01. (Kathe Green)
Summary: All Public district development standards relative to lot area, setbacks, building height, landscaping, off-street parking and signs shall be based on requirements and conditions of the required special use permit. The applicant is requesting the location of an approximately 8,320 square foot maintenance building, including a footprint of 6,900 square feet and 1,420 square foot of mezzanine level in the west central portion of the Carson Middle School campus. The project is proposed to house building and grounds maintenance materials and supplies which are presently stored and utilized at various locations.
H-3 SUP-10-114* (part 2) Action to consider a Special Use Permit request from the Rainbow Conservation Corp (property owner: Joseph Goni) for a height variance for the installation of a wind energy tower at 160 feet, on property zoned Single Family 6000 (SF6), located at 7300 Schultz Dr., APN 010-671-02. (Jennifer Pruitt)
Summary: Carson City adopted standards related to Private Use Wind Energy Conversion Systems in 2009. Pursuant to the Carson City Municipal Code (CCMC) 18.05.080(5c), variations to the regulations and standards related to Private Use Wind Energy Conversion Systems may only be permitted by special use permit approval. This request will allow the placement of a wind turbine of 160 feet on the subject site for personal use accessory to the existing single family dwelling unit on site, which will exceed the height standard of 60 feet maximum and not satisfy the setback standard of 1.1 times the height from the project property lines.
H-4 SUP-10-115* application (part 1) (part 2) (part 3) (part 4) Action to consider a Special Use Permit request from Robert F. Matthews (property owner: C. B. Maddox) for an asphalt plant and aggregate crushing facility with a 1.5 megawatt wind turbine at a height of 225 feet plus blade height, on property zoned General Industrial (GI), located on the south side of Highway 50 East near the Lyon County border, APN’s 008-611-31, -33, -35, and -37. Summary: An asphalt plant is a conditional use in the General Industrial zoning district, requiring approval of a Special Use Permit. As part of the proposed asphalt plant the applicant is proposing to install a wind turbine (225 feet to the nacelle hub) and two 150-ton silos that exceed the maximum building height of the General Industrial zoning district of 45 feet. The location of the proposed project is the area previously known as the Tip Top Pit.
